Who cares?
If somebody is keen to find out more about certain global issues and wants to make a change, only then I think one can say he/she actually cares.
Most people don´t, otherwise this world would be much different. Can we blame people that don´t give a damn, since we are raised to be ignorant and foolish consumers?
I mean, what else can one expect from a capitalist society?
I can´t really make up my mind, but I tend to blame ignorant people for being so.

PS: One could actually compare todays ignorance on environmental and global issues with the ignorance of the majority of the German people towards the persecution of the jews, communists and handicapped during the rule of the Nazi regime.
